Windows 7 says 'No connections are available' even when you are connected!
This took a while to find a fix for that actually worked.
Symptoms:
Windows 7 machine. You have a fully operational network card, with correct IP address, default gateway, DNS, etc. So you CAN access the network, you CAN access the internet. However the network icon in the system tray looks like this suggesting it's offline. Hovering over the icon says 'Not connected - no connections are available'. Furthermore the Windows firewall may well show it as being connected to a public network rather than your work or home network. This can actually cause a problem with Outlook that assumes you do not have any sort of connection so it stops retrieving your email or connecting to your online mailbox. Furthermore it's annoying!
The fix:
It seems the resolution involves adding the local service account to the local administrators group on the computer. Here's the easiest way to do that.
- Click the Start menu, right click on Computer > Manage
- Under the System Tools section, double click on Local Users and Groups
- Click Groups > right Click on Administrators > Add to group > Add > Advanced > Find now > Double Click on Local Service > Click Ok
- Close all the windows,reboot the computer and then see if it is fixed.

The reason of the issue is
The reason of the issue is most probably broken registry permissions. The mentioned solution works, though it's definitely not the best 'cause it may lead to unpredictable results. To fix the issue correctly, take a look at the permissions for the registry keys HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\NetworkList and HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\NetworkList\Nla in a properly working system. NB: to add netprofm and NlaSvc trustees to ACLs, use "NT Service\netprofm" and "NT Service\NlaSvc", respectively.

Considering that a restart will fix this issue every time, all the other stuff regarding the local service acct may have nothing to do with it.

Sadly, It doesn't work for me. Since I have been experiencing this problem, in order to get internet access, I have to go into device manager and uninstall the driver and rescan for updates. I can then get on the internet, but I have to select the modem and enter my password everytime. But let's go back intime and see how things got how they presently are:
4/7/2019 -
1 - Turned on computer, left momentarily. Came back a few minutes later to find it went to BSOD.
2 - Restarted, selected win 7 OS and it automatically went to CHKDSK to check disk integrity.
3 - It found and deleted many records that had empty data in it, then recopies those records.
4 - Restarted rinse-repeasted 2-3
5 - Restarted again, rinse-repeated 2-3 yet again
6 - Restarted again, but hit escape to get out of CHKDSK check
7 - Finally in Win 7 OS. Internet fine, but when loading up a page, was unable to get
the normal page format on any website I visited and couldn't see the content.
8 - I look down to notice the date and time was somehow was rolled back to 2/1/2017 at 11am when the Date/Time was supposed to be 4/8/2019 at 10:50PM. So I was rolled back by 2 years, 3 months, 6 days, 11 hours, and 50 minutes!
9 - So I go into Date/Time app to get the current time/date.
10 - Open browser to check if anything changes. browsers back to normal and loading proper web page formats.
11 - So I restart the computer, select Win 7 OS
12 - and once again, it wants to go into CHKDSK again
13 - Not wanting anymore records deleted, I hit escape to load Win 7 OS
14 - Clicked Shut Down button to turn off computer and went to bed
4/8/2019
1 - Turned computer on, and select Win 7 OS, takes me straight to Ultra Defrag's command prompt defrag and defragments like normal, then loads Win 7 like Normal - It's a miracle!
2 - Open Maxthon 5 browser, and get the message "Your account is abnormal. Please log in again"
3 - So I hit the Login button and it closes Maxthon 5 and reopens it
4 - I log in again and rinse-repeat step 2
5 - So I click on the "Later" button, and it loads up my homepage, which is Google's search engine
6 - Google gives me the message "navigation to webpage was cancelled", so I refresh and get the same notice
7 - So I try Facebook, and get the notice "This site's certificate has been issued for a different website's address"
8 - So I try Google Search, Facebook, and Twitter in Palemoon browser and Internet Explorer and get the same or similar results
9 - I look down at the taskbar to find out why I am having problems that day and it was because network connection was saying "No connections are available"
10 - So I check my modem, cables to modem, and even check the main circuit breaker to my house, and all is well in all of the above
11 - I turn on my cellphone's wireless hotspot option, but still "No connections are available"
12 - I checked Device Manager and found it was my wireless device driver was faulty
13 - So I uninstall it and scan for hardware changes. Wireles device driver is reinstalled and network detection is at this time finding my modem, so I select my modem and log in and at that time am I finally connected.
14 - So I try going to my computer manufacturer's website to download and update the drivers.
15 - Drivers downloaded, installed and updated, so I restart my computer
16 - When I get back into Win 7, it is back to network and sharing center not detecting my network modem, so it's rinse-repeat step 13 to get my modem to list and to connect.
17 - So now I am trying windows update to make necessary updates, but always have to repeat step 13 just to get internet access
One question is: when I unistall the driver, should I tick the checkbox next to "Delete driver software for this device"?
Other than that, what am I missing? What do I need to do to get network and sharing to automatically detect my modem/network connection?
